A panel drafting Egypt's new constitution on Sunday retained a controversial provision that allows the military trial of civilians in certain cases, despite opposition from liberals and human rights groups. Forty-one members of the 50-member panel gave their nod for the provision, which has angered secular groups that backed the military in ousting Islamist president Mohamed Morsi on July 3. The constitution will be put to a popular referendum early next year in the first step in a "democratic transition" promised by authorities.
