 Amr El Shobaki The highly anticipated Egyptian parliament will not have the authority to form the government, Amr El Shobaki, a political analyst in the Ahram Center for Political and Strategic Studies, said in an interview with ‘Arabstoday’. The independent political candidate, representing the constituency of Imbab, Agouza, and Dokki, pointed out that the new constitution did not have to be formulated by only the majority, as all communities needed to be represented. El Shobaki also said that was not concerned about the Islamist victory in the first round of the election, while assuring that Egyptian Copts should not fear Salafis in parliament, as "sovereignty is for people, not for any wing in the parliament".
"I will work on developing new legislation for a democratic system that keeps Egyptians rights and dignity, as well as working on the new constitution to establish a modern civil state which is committed to the principles of Islamic law as the main source of legislation, and maintain the rights of its citizens without discrimination," he said.
He also assured that he will work on facing the lawlessness plaguing Egypt’s streets, and setting up a schedule to restructure the interior ministry.
The independent candidate expressed surprise at reports of a statement made by a senior member in Egypt’s Salafis saying "Democracy is against Islam,” or “Democracy is Haram”.
However, Salafists urged the general public to participate in the elections, El Shobaki said. "They stated they will never form parties, and now they have many parties for those people, they say things and do something else," said El Shobaki.
El Shobaki also stressed the needs of a good education system and scientific research, as they were "the basis of the country's development".
"Egypt needs to make real progress in the education system, and raising the level of teachers professionally and financially," he said,
About problems facing his constituency, El Shobaki said: “It has many problems, especially in Imbaba district which contains a lot of haphazardly-built areas besides its overpopulation.”
He also insisted that the Advisory Council was needed in his constituency to help solve the people's problems.
In addition, El Shobaki stressed the need of generational partnership and unity in work.
At the end, he called on everyone to participate actively in the electoral process, and "everyone involved will tread the path of progress and democracy".
