H.H. Sheikh Saud bin Saqr Al Qasimi, Supreme Council Member and Ruler of Ras Al Khaimah, has issued a resolution on restructuring the Department of Economic Development, DED.

The Law No. 4 of 2016, in its first article, restructures and organises the DED in terms of objectives, terms of reference, organisational structure and financial resources.

The law also stipulates that there will be a head of department who will be appointed under an Emiri Decree. The person will be the highest responsible official to formulate policies and plans of the department, oversee progress of work and implement the tasks entrusted under the provisions of this law.

The head of the department may issue decisions and orders, and internal regulations necessary to ensure conduct of daily work. The person should discharge responsibilities to achieve outlined objectives set out in this law provided that the orders and regulations mentioned in this law do not infringe on any laws and Decrees in force in the state or emirate.

According to the resolution, the director-general can authorise any person to represent him/her.

The director-general and all employees of the DED are subject to the Department of Human Resources' Law of the emirate. No staff member of the department will be appointed or terminated without approval from the head of the department.

The department seeks through direct powers vested on it under the law to boost the sustainable economic development rates in the emirate and various economic sectors by adopting the principles of the knowledge economy.

It says that the chairman of executive council will issue the bylaws of this resolution.

The resolution will annul any provisions inconsistent with its provisions. But all the regulations and decisions will remain in force until the issuance of the executive regulations of this law.

This law will be effective from the date of issuance and will be published in the Official Gazette.
