The National Constituent Assembly (NCA), Monday, resumed the discussion of the draft Constitution by looking at Article 91. General Rapporteur of the Constitution, Habib Khedher said it was decided during a meeting held on Monday between presidents of parliamentary groups and deputies outside groups to defer the discussion of Article 90. This article states that the Prime Minister determines the state’s general policy and shall ensure its execution. 93 deputies voted for this article, 71 against it and 7 abstained. The article has not won the majority of two thirds needed to be passed. Habib Khedher also said that the meeting ended in a broad consensus on keeping the initial version of Article 90 which was a bone of contention at Sunday’s plenary session. However, he said, parties which are against this article requested additional time for further consultation.
