Russia's upper house of parliament on Wednesday began debating the use of force abroad, as Moscow mulls air strikes against Daesh group in Syria.

Federation Council speaker Valentina Matvienko said the issue would be considered behind closed doors, Russian news agencies reported. She did not specify the region.
