Colombian President Juan Manuel Santos arrived in Havana Wednesday for his first-ever meeting with the leader of the FARC rebel group, where "important deals" will be announced, Cuba said.

A statement from the Cuban foreign ministry said the deals involve the creation of a "special peace jurisdiction" to deal with one of the thorniest issues in the peace talks -- the question of bringing justice to victims of abuses that rights groups say both sides have committed during the half-century conflict.
