Russia and China on Monday vetoed a UN Security Council resolution that would have called for a seven-day ceasefire in Syria's Aleppo to allow in humanitarian aid. 
Russia said that seven days would be too long for rebels holding out in pockets of East Aleppo to leave the city. Russia has warned them that if they don't leave they will be targeted as "terrorists." Moscow wants a timetable for their withdrawal before a ceasefire can begin. 
Referring to a planned meeting with US Secretary of State John Kerry in Geneva this week, Russian Foreign Minister Sergei Lavrov said before the vote: "During the Russian-American consultations the concrete route and timeframe for the withdrawal of all fighters from eastern Aleppo will be agreed upon." Lavrov added: "As soon as these routes and timeframes are agreed on, a ceasefire can come into effect," Lavrov said.
