Turkish government spent approximately $38 billion on its employees in fiscal year 2013 alone — a price tag that makes employee payments that year the government’s largest expenditure, according to the data given by the Finance Ministry. The Ministry data shows that The Soil Products Office's (TMO), the Turkish Coal Enterprises (TKI), the Turkish State Railways (TCDD) made for a total loss of $415 million, $187.4 million and $131.6 million, respectively. The general budget was $177.9 billion for the last year while $195 billion were allocated to the public institutions for 2014. The biggest share of the 2014 general budget was allocated to the National Education Ministry with $35.6 billion; the Ministry of Health came at second place with $33.5 billion.
