Spain gives final approval to deficit cap reform

Spanish senators voted overwhelmingly Wednesday to give final approval to a fiercely protested constitutional reform that will cap future budget deficits. Lawmakers voted 233 to three in favour of the reform after a stormy debate, easily garnering the required three-fifths support. The reform cruised through the lower house last week.
