An executive of a German bank has filed a claim with the city of Los Angeles saying LAPD officers beat him and held him against his will. Attorneys for Brian C. Mulligan, a managing director of Deutsche Bank, told the Los Angeles Times their client suffered permanent damage to his nasal passages since a confrontation with police that occurred in May. The claim filed by his attorneys is a precursor to a lawsuit that lists at least $50 million in damages. Mulligan tangled with police the night of May 15 after driving to a dispensary to buy medical marijuana to help him sleep. A police report said Mulligan told police he'd ingested "white lightning," hadn't slept for four days, was going through a divorce and was depressed. Mulligan's lawyer J. Michael Flanagan said the officers beat Mulligan so badly he suffered 15 fractures to his nose and needed dozens of stitches. A department spokesman said Mulligan charged at the officers and tried to tackle one of them. The officers used reasonable force, the spokesman said. The city attorney's office said the incident is under review.
