The Supreme Council for Islamic Affairs (SCIA) issued a book under the title: (Roads for Muslims). The book discusses roads for Muslims and road sanctity, and shes light on the abolition of road blockages and the provisions of Sharia in addition to a number of ethics, rights and obligaitons pertaining to roads. A section of the book is devoted for legal opinions regarding the sanctity of roads and abolition of road blockages with statements quoted from various Sunni and Shiite clergymen such as Sheikh Ibn Al-Qassim, Ibn Rushd, Al-Mawardi, Imam Al-Ghazzali, Imama Malik, Imam Ahmed bin Hanbal, Al-Hilli, Sheikh Yusuf Al-Bahrani, S. Abdul Qassim Al-Khawii, S. Al-Khomeini, Sheikh Mohammed Amin Zainaldin, S. Ali Al-Sistani, S. Mohammed Hussain Fadhlalla, S. Mohammed Al-Hosseini Al-Shirazi, etc. The book's introduction was written by the Supreme Council for Islamic Affairs Chairman His Highness Shaikh Abdulla bin Khalifa Al-Khalifa who emphasized that " most important Islamic rules which regulate human relations in various aspects for instance the relationship of a Muslim with the Creator, or with him- or herself as well as with other human beings and living or non-living organisms has been regulated under a number interlinked rights and obligations which help organize a perfect community," adding that "whenever a Muslim has been brought up in this accurate manner and obeys the commands of Almighty Allah, in terms of rights and obligations, this will consolidate the community's fabric, bridge the gap between community members, magnify welfare and output, in addition to positively reflecting on the individual morally, psychologically and behaviorally. His Highness pointed out that "such important relations include the relations of a Muslim with roads and generally with the entire Muslim community, adding that "remorsefully, Muslims have nowadays procrastinated in maintaining the rights of roads despite their utmost significance and have now forsaken their rights and this led to loss of rights of Muslims and violation of their sanctity although the provisions of Sharia are clear and explicit in this regard". The Supreme Council for Islamic Affairs has issued and distributed its monthly series of books free of charge to religious institutions, Muslim educational centers and citizens who would like to get a copy thereof.
