Russia's police will instruct people how to behave in order to avoid becoming the victim of crime, a senior Interior Ministry official said on Tuesday. Public order official Lieutenant General Yury Demidov said the advice would be based on scientific research which has "established the objective and subjective characteristics of a person" who falls victim to crime. Police officers will explain how such people can behave differently, he said. He stressed however that there would be no "prohibitive measures" - such as a ban on mini-skirts at night, as reported by some media outlets - included in a bill he said was being prepared.
