Hurricane Harvey, which is expected to make landfall in Texas late Friday, strengthened to a category two storm, packing winds of 169 km/h, the National Hurricane Center said.
Up to 97 cm of rain are expected over parts of Texas, and up to 63 cm over Louisiana.
On Thursday, Louisiana Governor John Bel Edwards declared a state of emergency and meteorologists warned the hurricane will be a monster storm.
