China tells Koreas to 'seize opportunity' to improve ties

China urged South and North Korea Tuesday to "seize the opportunity" to improve cross-border relations as North Korean leader Kim Jong-un has said he was open to summit talks with the South.
In his New Year's message last week, Kim said he saw no reason why there should not be "highest-level talks" with South Korea but called for Seoul and Washington to stop their annual military drills, a condition immediately rejected by South Korea
