Authorities in south China's Guangdong Province said 12 tonnes of yoghurt candy that tested positive for toxic melamine had not been sold to customers.
Police seized 12.05 tonnes of the candies and another 13.5 tonnes of the semi-finished sweets in February. Melamine was central to the 2008 tainted formula scandal that killed six babies and sickened 30,000 others in China.
An official with Guangdong Food and Drug Administration said the candies' producer, a local-based company, had used tainted creamers they purchased illegally.
The products were sold to the city of Shenyang in northeast China and were seized on the way.
The discovery prompted a national crackdown involving 12 provinces to destroy the "criminal network." Guangdong police said five suspects, including the company manager and the creamer seller, had been arrested.
In one of China's biggest food scandals, Chinese dairy firm Sanlu Group was found to have sold products that the company knew were mixed with melamine to cheat protein content tests in 2008. Sanlu went bankrupt in the wake of the scandal.
