Obama to call for end to NSA bulk data collection

US President Barack Obama is set to ask Congress to end the mass collection of phone records by the NSA. Under the proposals, phone records will remain with telecommunications companies, and only accessed by the government when needed. The new proposals give protection only to US citizens in the US and not anyone else.
