Merkel: Eastern Partnership not an instrument of EU enlargement

German Chancellor Angela Merkel said Thursday that the European Union's Eastern Partnership project with ex-Soviet states was "not an instrument" of EU enlargement policy.
Addressing the German parliament ahead of a summit of the 28-nation EU with six former Soviet states in the Latvian capital, Merkel also said "we must not therefore arouse false expectations which we cannot later fulfil".
